even in first contact and insurrection the Phaser rifles had a considerable flaw, while they were FAR better ergonomically, the bolts they fired were so slow they were like lethal dodgeballs.The accuracy of federation officers make even the most biased view against stormtroopers look like crack shots, average combat range is like 5 meters and they still miss like mad with no excuses.at least the stormtroopers on the death star and cloud city had an excuse.

Phasers are poorly suited for weapons, and TNG phasers are the worst designed weapons in sci-fi history, as they are ergonomic nightmares. but even so, Disintegration of a target is better suited for assassination and murder than for actual combat.

against armoured targets the Blaster is the only way to go, it could easily mow down borg, though a modern machine gun would be just as effective. but a blaster is best against even harder materials that bullets and phasers are incapable of penetrating, overloading the security forcefields that the federation use, and chew up tritanium/duranium hulls like swiss cheese.

blasters have been seen blowing people's heads clear off, and hits to the chest are fatal, what happened to Leia is an exception rather than a rule. in battle, it is not unheard of for soldiers to take hits you would expect to be incapacitating and still function, though it is still rare.
